Reef-Safe Testing for Cosmetics: What It Actually Requires

Reef-safe testing for cosmetics is empirical coral ecotoxicology that measures whether a finished formulation or ingredient causes sub-lethal or lethal effects on reef-building corals at environmentally realistic concentrations. It combines ingredient screening against jurisdictional ban lists (Hawaii Act 104, US Virgin Islands Act 8185, Palau) with live-coral bioassays on coral fragments, planulae, or primary cells.

Is "reef-safe" a regulated term?

No. "Reef-safe" has no single regulatory definition and no required testing standard.

A product labelled "reef-safe" is not, by law, evaluated on coral. That gap is why the FTC Green Guides require competent and reliable scientific evidence for environmental claims, and why brands now substantiate the underlying environmental claim with coral ecotoxicology data rather than the label alone.

What does reef-safe testing actually involve?

Reef-safe testing combines two layers: ingredient screening (the necessary floor) and a finished-formulation bioassay (the ceiling that measures real coral-exposure risk).

Screening checks the formulation against banned-ingredient lists. The bioassay exposes live coral to the finished formulation at environmentally realistic concentrations and measures bleaching, tissue loss, deformity, and survival, producing EC50, LOEC and NOEC. Ingredient screening alone cannot certify a finished product.

How many coral species should be tested?

Testing on one or three species is a starting point, not a reef-representative result.

Reef ecosystems span many genera, and the same chemical can read as a sub-lethal photo-toxicant on one coral species and no-observed-effect on another. ReefTox panels run up to 50 coral species across 30 genera representative of Indo-Pacific, Caribbean and Mediterranean reefs, and a claim is only ever as broad as the panel actually tested.

What claims can a brand make after testing?

Permitted wording depends on the test result and the panel purchased, and never includes an absolute "reef-safe".
