What environmental testing is currently required for cosmetics in the EU?

Under current EU Cosmetics Regulation (EC 1223/2009), environmental testing is not mandatory as a standalone requirement. However, brands must demonstrate ingredient safety through a Product Safety Report. The Environmental Risk Assessment is not currently required for the PSR, but this is changing. The EU Green Deal and forthcoming Cosmetics Regulation revision are expected to make environmental impact assessment, including marine toxicity data, mandatory for new and reformulated products.

What is the EU Green Deal impact on cosmetics?

The EU Green Deal's Chemicals Strategy for Sustainability commits to revising the Cosmetics Regulation to include sustainability criteria.
